Brilliance is exceptional intelligence, skill, or talent — the kind of quality that makes people say 'wow' about a person's idea, performance, or plan. 'The brilliance of her plan' or 'a moment of brilliance' both point to something clever or , not just 'good'. There's also a more literal, physical meaning — the brilliance of a light or a color is simply how bright or vivid it is — but the 'impressive cleverness' meaning is by far the more common one in everyday talk about people.
