Bovver is a British slang word for violent trouble, especially when a group of young men go looking for a fight. It is how some London voices, Cockney in particular, say bother — the th sound turns into a v. From that pronunciation it took on a harder meaning: not “a bit of a nuisance,” but street violence. You will also hear bovver boy for that kind of young man, and bovver boots for the heavy boots linked with that look. It belongs to a fairly old slice of UK slang (think late twentieth-century headlines and stories about gangs). It is informal, a bit dated, and not a word you use in polite or careful English. Outside Britain, many fluent speakers will not know it at all.
