A borough is a town, or a part of a large city, that looks after its own local business: schools, roads, bins, and often hospitals or housing. In England it is an old kind of town with special rights; today it is also a name for some local-council areas. In New York City, the five big pieces of the city — Manhattan, Brooklyn, Queens, the Bronx, and Staten Island — are called boroughs. The word feels a little official and a little old. Outside New York, Americans more often say district or just name the city. In Scotland you will see the related spelling in place names. It is not the same word as borrow (take something and give it back), though in some accents they can sound close.
