A bootlegger is the person who does the illegal making or selling. The old, famous sense is drink: someone who makes or sells alcohol when the law says they may not — most in the United States in the 1920s, when alcohol was banned. The name is older than that. In King George III’s time, smugglers hid packets of in the legs of their large sea-boots when they tried to slip past the king’s coastguards; people nicknamed them for that trick, and the word stuck. Later it stretched. A bootlegger can also be someone who copies music, films, or software and sells the copies without permission. Newspapers and crime stories use the word; a courtroom is more likely to say illegal seller, smuggler, or pirate. Informal to , a little colourful. The -er tells you it is the person, not the bottle and not the copied disc.
