Blue-sky thinking means sitting with a new idea and not asking yet whether it will work, whether it is cheap, or whether anyone will let you try it. You are only asking what might be interesting. The picture is a clear blue sky: nothing in the way, no walls around the thought. It is office and workshop English — meetings, design, school . You will hear a blue-sky idea, blue-sky research (curious work, not aimed at a product yet), and, as a mild complaint, "that's a bit too blue-sky," meaning full of ideas but not practical. Though actually, people often say it with a half-smile: they want the wild ideas, and then they want someone to bring them back to earth. It is not weather talk, and it is not the same as "out of the blue," which means "suddenly, with no warning."
