If something is blotched, it has on it — those pink or red patches on skin, or uneven coloured marks on a surface. A face may look blotched after crying, in strong heat, or with a rash; fruit may be blotched with brown; cloth may be blotched with dye. It is the usual adjective. It is also the past of the verb: the ink blotched the page. Either way, you are talking about messy patches, not one tiny neat dot.
