In this use, blooming is not about flowers. It is a British word you push into a remark when you are angry, fed up, or surprised, to give it extra force. I've lost the blooming tickets. You blooming idiot. It is a milder stand-in for bloody, which is a stronger swear word. Older British speakers use it more than young ones; to many people now it sounds a bit comic, like a parent or a character in an old TV show. It is informal. You would not put it in a serious essay unless you were showing how someone spoke. Though actually, blooming can also mean opening into flower — blooming roses — and that is a different job for the same shape of word.
