Bloated describes something swollen and too full, usually with air, gas, or liquid. People often say they feel bloated after eating too much food - their stomach feels tight and uncomfortable. The word is also used about organisations that have grown too big and , with far more parts (or staff, or spending) than they need: a 'bloated budget.'
