If an action is blameworthy, it deserves blame: people have a fair reason to say you should not have done it. It is a formal, slightly official word. Reports, schools, and news use it; friends would usually say that was your fault or you shouldn't have done that. It often describes a deed or a choice more than a whole person: blameworthy behaviour, a blameworthy mistake. Though actually, it is not as strong as evil or criminal. It sits in the middle — wrong enough to criticise, not automatically a crime. And despite the piece worthy, this is not praise.
