If something is belted, it is with a belt. A belted coat or a belted dress has a belt around the middle, and that is how you close it. You will see the word in clothes shops and notes more than in casual talk. It is simply belt plus -ed, the ordinary English way to say “done with a belt.” Clothes can be belted or unbelted; a belted is a very common pairing. This is only the clothes meaning. Another everyday belted is different: “He belted me” can mean he hit me hard, and “She belted out a song” means she sang it very loud. Those uses come from belt as a blow or a burst of force. Here we only mean closed with a belt.
