A belle is a beautiful girl or woman — an , slightly old-fashioned word, not a plain description like pretty. You meet it most in the belle of the ball: the woman everyone notices at a dance. In the American South, a Southern belle is a stock picture of a , young woman in a certain kind of old story; though actually, that picture is as much a tale people tell as everyday life. You would not call a a belle in ordinary talk now. It sounds like a novel, a grandmother, or a joke. Formal writing may still use it with a little distance. It has nothing to do with a church bell, even though it sounds the same.
