A bargee is someone who drives or works on a barge — a long, flat boat used on canals and rivers to carry goods. In Britain, bargees historically lived on the water, moving coal, grain, and the like from town to town. The word is old-fashioned now; many people would just say barge worker or canal-boat operator. It is not a sailor on a sea-going ship, and it is not a person in a bar. Though actually, the ending -ee often means 'the person the action is done to' (employee, interviewee). Here it does not. It simply names the worker on the barge, not someone being pushed or 'barged'.
