A balding person is in the middle of losing the hair on their head. They are not fully bald yet; the hair is , often from the crown or the temples. We usually say it of men, because that pattern is common, though it can happen to anyone. It is an adjective: a balding man, his balding head. You can also say he is balding. The word itself is just factual, not a joke, but people are sensitive about hair, so say it kindly — or not at all if you are talking about someone in the room.
