If someone is attired in particular clothes, they are wearing them. It is a rather formal, slightly old-fashioned way to say dressed. You meet it in stories, wedding reports, and descriptions of ceremonies: attired in black, attired, attired as a judge. Everyday English just says dressed or wearing. Though actually, attired often hints that the clothes were chosen with care — a gown, a uniform, a costume — not a T-shirt on a Tuesday. It is almost always attired in, and it is used about how someone looks, not about the act of getting dressed.
