If a thing is ascertainable, you can find it out. The facts are there to be checked; with enough care, someone could get them straight. It is the adjective from the verb ascertain, and it lives in the same formal world: law, science, old records, reports. “The exact number is not ascertainable” means we cannot get a sure figure — not that we are too lazy to look, but that the thing cannot be pinned down.
