An arse-licker is someone who is extra sweet to the person in charge — the boss, the teacher, the one who can give out favours — not because they like them, but because they want to be liked back, or kept safe, or given something. The word is rude on purpose. Arse is the British word for your bottom, and the picture is meant to feel small and dirty; that is the sting. People say it to show strong dislike. You will hear it more in British English; American English more often says ass-kisser. It is not classroom language, and it is not a kind joke. Though actually the behaviour it names is common, and not always as ugly as the word. Being polite to a boss is not this. The attack is the motive: kindness used as a tool.
