Arithmetically means in a way that uses arithmetic: the everyday maths of adding, taking away, multiplying, and dividing, or talk about those numbers. If two plans are arithmetically the same, the numbers come out equal even if the words look different. People use it when they want to be precise about quantity, not about a feeling or a story. It is a slightly school-and-paper word; in speech many people just say “in the maths” or “by the numbers.” Though actually, it is narrower than mathematically: mathematics can mean algebra, geometry, and more; arithmetic is the number-work.
