If a person is apolitical, they are not interested in — parties, campaigns, and arguments about government are not their thing. If a thing is apolitical, it is not tied to any party: an apolitical club, an apolitical decision. People use it in two slightly different ways. Sometimes it is a quiet fact: she is apolitical; she just wants to teach. Sometimes it is a claim, and others will push back: no newspaper is truly apolitical. It is a little formal — essays and news like it. You may also hear it as a noun for such a person, but the adjective is the usual form. The a- here means “not” or “without.”
