Air-to-air describes a shot or a weapon that goes from one flying plane to another flying plane. Both sides are in the sky. The phrase you will hear most is air-to-air missile: a missile a fighter at another aircraft. It is military and news language, not everyday talk. The words themselves are the path: from the air, to the air. People also use the same pattern for other plane-to-plane things, such as air-to-air refuelling, when one aircraft gives fuel to another in flight — though the sense filed here is the shooting sense. It is quite technical, and it is not the same as from the ground.
