This is an old way to say it is. The first sound of it drops, so it is becomes 'tis. Poets and song writers liked it because it is short and easy to sing: 'Tis the season to be jolly. You will meet it in old plays, church songs, and Christmas music. Nobody uses it in ordinary talk today, unless they are joking or quoting. Though actually, it is the same two words you already know — it and is — just joined in an old shape. The sister form ' means it was.
