This is the short written form of are. It does not stand alone. It hangs on the end of a pronoun: you're, we're, they're. The marks the missing a. In speech we all use it; in writing it is normal in letters, stories, and most everyday English. Very formal papers sometimes still write you are in full. Though actually, the sound is only a weak little “uh” after the pronoun — you are not saying the full word are. You cannot start a sentence with 're.
